Ayjamal Ukubaeva founded PMA Consult to give organizations direct access to senior HR expertise without the need for a full-time HR Director.

She brings more than 20 years of HR experience across international and local organizations. At UzOman, she implemented Talent Management and Job Grading systems; at SOS Children’s Villages Uzbekistan, she developed Compensation & Benefits practices; and at ACWA Power, she led Performance Management initiatives across major energy projects, including Sirdarya CCGT, Sazagan Solar, BESS and Riverside.

Her approach combines strategic HR expertise with practical tools and methodologies, including 360° Evaluation, Competency-Based Interviews (CBI), 9-Box Talent Reviews, Succession Planning, Job Evaluation & Grading, Employee Engagement Surveys and Performance Management frameworks.

She holds the CIPD Level 5 Certificate in Human Resource Management, is an Associate Member of the CIPD and is SHL-certified in competency-based interviewing.

Nurvokhid coordinates PMA Consult engagements from the first conversation to delivery.

He brings four years of HR practice in manufacturing, renewable energy, banking and retail, including building an HR function from zero for a greenfield industrial project: workforce planning, HR policies, bilingual job descriptions, KPI frameworks and recruitment from executive search to campaigns of 500+ hires.

MA in Employment Policy, University of Pécs, Hungary (Stipendium Hungaricum, with distinction). Works in Uzbek, English and Russian.

Muxayyo brings more than 15 years of experience in HR administration, labour relations and HR process automation. She helps companies put their HR records in order, protect the business from fines and labour disputes, and move routine HR work out of paper and Excel into working systems.

She has worked at Uzum as a business analyst and HR automation expert, led labour relations at Beeline Uzbekistan (Unitel), served as HR Director at Sun Hightech, and worked as an HR methodologist on the HRM system rollout at Agrobank. Her projects range from companies of a few dozen people to organizations with tens of thousands of employees.

Her work covers HR audits, building and restoring HR documents, internal labour rules and NDAs, outsourced HR administration, and implementing HR systems, including electronic HR document flow. She trains HR administration specialists and speaks at professional HR events. She is a graduate of the Tashkent Financial Institute.
